Episode Summary：

probably she has trauma that stopping her to use magic. there's plenty of cases like that before. thats probably why her magic activated there when she gets too emotional. she suppressing her feelings thus suppressing her magic. that's why when she get too emotional, she lose her control suppressing her feelings thus her magic able to release and go berserk because she is not controling it.
why allen didn't bother to ask her father, maybe its family curse, maybe it related to her mother's death. This anime is stupid, I want to see what happen not some lolicon cute at the moment

Good story, I get that sometimes, anime does some fan service but it's annoying sometimes. That there's so much flirting and the guy already has someone but is still leading someone on.

Seems in the next episode the mystery why Tina cant use magic are already solved.
I think the MC knows but he is typically doing more deep research before passing judgments, sometimes the conditions are too great for the person to bear, and the time limit already near passed day in each episodes, i can sympathy with Tina about how is stressing her, and ended up with the ice cage in this episodes.
So here is the theory of mine based on information i got from 2 episodes.
Tina can use magic but is not the magic like modern era, more likely it needs catalyst where is the modern era magic didnt need that,
Why it need catalyst?, in order to controls Tina power which is somehow too great and can impacted herself, or even worse are hurting herself beyond saved.
Also Tina emotional is totally unstable making herself cant cast magic properly,
So in the next episodes we can excepting the main reason why Tina cant use magic are emotion, so after that is solved Tina cant controls the power accurately so she needs a catalyst hence Wand or Magic Gems to channel the mana she had and make it more stable
